Diane Burkhardt was the 2008 IRWA Chapter 36 President when it was named International Chapter of the Year by the International Right of Way Association. She has worked for a list of local clients including Fort Worth and Dallas TxDOT Districts, Metropolitan Transit Authority, Cities of Denton, Waco, Rowlett, Waco TxDOT District, Fate and Mansfield.

Ms. Burkhardt has a track record of putting together remarkable teams who work well together for the success of the project. These agents have requested to continue to work together and have moved, as needed, to new cities and new projects. Each time, these agents bring a higher level of experience and learning to the client.

Carrie Caloway, Project Director

Ms. Caloway has an impressive record as Project Leader and Acquisition Agent in addressing project, budgeting and specific parcel issues. She led the teams with innovative tracking problem solving. She served as a team leader on an initial corridor and as her expertise in these areas became known, she was requested to work on multiple corridors during the project. She assisted the attorneys across all five corridors in resolving Eminent Domain, Title, Acquisition, Environmental and Survey issues. She was also requested by upper management of various departments to be allowed to work cross-project with Real Estate, Construction, Schedulers, Environmental Teams, Survey Managers and their sub-consultants, Appraisers, Review Appraisers, In-House Attorneys and General Counsel. She has led and required to attend weekly, bi-weekly and last minute status meetings to insure that all parties involved received the highest level of communication and direction to maintain their schedules and budgets.

Carolyn Houston, Relocation Director

Texas Real Estate License, Mrs. Houston manages schedules, tracking, post acquisition activities to guarantee a smooth transition from acquisition to construction activities for the client. She maintains documents and data bases that deliver the negotiated changes from right of way to construction. Recently, she worked on the team that completed a twenty mile, plus, ONCOR/TXU transmission line project. Her primary responsibilities for this project is to oversee all points of the pre-construction activities – right of entries, acquisition, relocation and condemnation process from securing appraisals, appraisal reviews, title commitments, title curative work, offers, negotiations, engineering reviews and revisions, final offers, closings, condemnation submittals, reviewing documents and procedures, submitting parcel payment requests and consultant billing to the client.

The Right-of Way Team You Can Rely On

Stateside Right of Way employees have a long working history together. Our team has recently worked together on the $1.2 billion five corridor Metropolitan Transportation Authority (METRO) rail project in Houston, Texas. The team was working under the Federal Transit Authority (FTA) federal rules and guidelines for the preliminary engineering, cost studies, planning, DEIS and FEIS submittals, RAMP process, New Starts, Procedures and Manual writing, Acquisition, Relocation, Eminent Domain, Community Outreach programs and Construction.

The Stateside Right of Way team was requested to provide daily, weekly and monthly reports to Engineering, Planning, Construction, Upper Management and to the METRO Board. The team was asked to present right of way processes and procedures to neighborhood associations, City Council meetings, the University of Houston, Houston Community College, Houston ISD and other agencies, as needed.
